About Public Safety

The University of Utah Chief Safety Officer has responsibility for the oversight and coordination of all campus safety initiatives. In addition to overseeing campus-wide safety programs, the CSO also supervises the public safety operational divisions, which include University Police, Community Services, Campus Security, U Health Security, Clery Compliance, Emergency Management, and Emergency Communications.

We are all united by the desire to feel safe.  This is a basic human need. Our teams are committed to meeting the safety needs of the thousands of individuals who learn, work, live, teach, or visit our campus every day.

MESSAGE FROM THE CHIEF SAFETY OFFICER

The University of Utah Department of Public Safety continues to enhance our services. We are working toward accreditation from the Utah Chiefs of Police Association and the  International Association of Campus Law Enforcement Administrators. We’re also advancing our efforts to engage the community in the development, strategic direction, and oversight of our department through the Public Safety Advisory Committee, the Independent Review Committee, the SafeU Student Ambassador program, presidential interns and more.

Feeling safe, welcomed, and having a sense of belonging is imperative for members of our community to thrive, heal, and focus on their aspirations and goals. I am committed to leading with respect and empathy as we work together to create a safe and empowered campus community.

Chief Safety Officer
As Chief Safety Officer of the University of Utah, Keith Squires is responsible for the oversight and coordination of all campus safety initiatives, as well as supervising the university's public safety divisions. He served in Governor Gary Herbert’s cabinet as the Utah Commissioner of Public Safety, retiring in September 2018 after 31 years of service as a law enforcement officer. He served as the homeland security advisor for Governors Huntsman and Herbert. Keith has served the state in many other capacities, including as director of the State Bureau of Investigation, assistant superintendent of the Utah Highway Patrol, and director of Emergency Management and Homeland Security. Keith served as a state and local law enforcement advisor to U.S. Director of National Intelligence James Clapper. He holds a master’s degree in homeland defense and security from the U.S. Naval Postgraduate School and a bachelor’s degree in administration of criminal justice. He is a graduate of the FBI National Academy and FBI National Executive Institute.

Kimberly Barnett

Deputy Chief Safety Officer - Support Services
Kim oversees the Support Service Bureau which includes the Emergency Communications Center, Campus Security, Clery Compliance, and Student Interns. She comes to us after spending over a decade with the Salt Lake County Mayor’s Office serving three different county mayors. Kim served in various capacities at the county, most recently as the Associate Deputy Mayor of County Services. She began her career in the nonprofit sector assisting victims of domestic violence and sexual assault to create new lives free from violence. As a graduate of the University of Utah with her Bachelor of Science in Sociology and Masters of Public Administration, she is thrilled to be back on campus as part of the Department of Public Safety team.

Scott Carver

Scott Carver

Deputy Chief Safety Officer - Police Services
Deputy Chief Carver is responsible for the Police Services Bureau which handles all law enforcement related functions at the University of Utah. Scott started his law enforcement career with the Ogden City Police Department in 1975. He worked most of his career, from 1987 to 2007, at the Utah Department of Corrections, including working as a parole officer and prison warden, and from 2004 to 2007, as department director. Scott then spent a decade as undersheriff at the Salt Lake County Sheriff’s Office/Unified Police Department, before joining the Utah Attorney General’s Office in 2019 as the director of training. He was also an adjunct professor of criminal justice at Weber State University from 2002 to 2007.

As Executive Officer with the Chief Safety Officer (CSO) at the University of Utah, Major Heather Sturzenegger is responsible for serving as principal liaison and source of coordination for the CSO as it relates to external public safety agencies, community engagement, public safety committee management, intra-department coordination/communication, and professional responsibility. Heather has 15 years of law enforcement experience. Prior to becoming the Executive Officer, she served as lieutenant over investigations. Heather is an instructor with the Police Officer Standards and Training, teaching Adult Sexual Assault Investigations to investigators all over the State. Heather has a bachelor’s degree in Emergency Services Administration, with an emphasis in Emergency Management.

Chris Snyder

Chief of Staff

Chris Snyder

Chief of Staff
Serving as Chief of Staff, Chris is responsible for strategic planning, project management, policy development, accreditation, and legislative research. He has 27 years of public safety experience, including 23 years with the South Salt Lake Police Department, retiring as Chief of Police in 2014. He is a past recipient of the Utah Chiefs of Police Association, Chief of the Year award, and has been recognized by the Utah Council on Victims of Crime for his dedication to victim services. Chris is also a graduate of the 239th Session of the FBI National Academy. Prior to serving as Chief of Staff, Chris managed training and professional standards for the Health Security Division. He is a certified Crisis Prevention Institute instructor and workplace violence prevention specialist. He has taught numerous University of Utah Health employees and has presented at multiple conferences both locally and nationwide.

Stuart Moffatt

Director of Emergency Management
Stuart oversees the U’s Emergency Management division, which will expand to include travel safety. He served as the associate director of Emergency Management for the University of Utah for a decade, facilitating and coordinating operational responses, as well as emergency planning, training, and exercises. He holds a Certified Emergency Manager (CEM) designation from the International Association of Emergency Managers (IAEM) and has served as a regional representative for the IAEM University and College Caucus. Stuart has been an active participant in the Utah Emergency Management Association (UEMA) as a regular member, board member and conference speaker. He holds an honors bachelor’s degree in disaster management from the University of Utah.

Glenn Smith

Glenn Smith

Director of U Health Security
Glenn directs the U Health Security team, which supports the university’s hospitals, community clinics, and the health sciences. He began working at the U in October 2017 after 25 years in law enforcement. Most recently, he was a lieutenant serving as the watch commander and department head for the South Salt Lake Mayor. He assisted with building the Community Connection Program, which aimed to improve lives by making a cleaner and safer community by deploying volunteers, materials, donations, and federal block grant money into neighborhoods. He was also a sergeant over the community resources unit.

Rebecca Titze

Rebecca Titze

Special Assistant to the Chief Safety Officer
As Special Assistant to the Chief Safety Officer, Rebecca serves as the primary source of coordination for the Office of the CSO regarding campus climate related to safety and inclusion for all members of the campus community. She works collaboratively with the Department of Public Safety’s Police, Security and other campus partners, including Student Affairs, Human Resources, Faculty Affairs, the Office of Equal Opportunity and Affirmative Action, Housing and Residential Education and Health, among others. Rebecca previously served in the nonprofit sector for over 20 years as Deputy Director of Utah Clean Energy and Associate Director of Utah Health & Human Rights. Her leadership in organizational strategy, community collaborations, finance, and grant development resulted in nationally recognized programs and the creation of the Climate Innovation Center. She worked with the U.S. Department of Energy, Environmental Protection Agency, Department of Justice, and Office of Refugee Resettlement to secure multi-agency funding for climate, environmental justice/equity, and victim services initiatives in Utah. Rebecca is a proud alumna of the University of Utah, with a master's degree in public administration and a bachelor's degree in film studies. She also engages in volunteer advocacy centered on improving institutional responses and legal protections for survivors of domestic violence and child abuse.
